The study program on legal studies aims:

  • to realize the needs of those who foresee their careers in the field of legal sciences.
  • to offer students a number of modules which include the foundations of legal knowledge in order to bring them nearer to professions related to law.
  • to provide sound and systematic knowledge on the foundations and institutions of the positive law of the Republic of Macedonia.
  • to provide basic knowledge for the fundamental concepts and principles of the positive law in the Republic of Macedonia and the way it functions in the international context.
  • to offer possibilities for lectures by international visiting professors.
  • to develop critical awareness for the law in its comparative, historical, economic and political contexts and to offer students various theoretical concepts related to legal studies.
  • to provide students possibilities to study abroad in the framework of student exchange programs.
  • to offer a series of options which will enable students to study in specific fields of law
  • to enable students to take part in research activities related to their studies.
  • to offer possibilities for the development of personal, communication and research skills which are required for the employment of graduated lawyers in the institutions that the SEEU Career Centre has already established contacts.
  • to emphasize the multi-lingual education and to promote inter-ethnic and inter-cultural dialogue.

According to the acquired knowledge and skills from this undergraduate program, the graduated students from the Faculty of Law will be able to identify the legal issues which are to be investigated, to use the primary and secondary sources of law, to conduct research, to value in critical way legal issues in theoretical and social-economic aspect.  

The diploma obtained in the Faculty of Law is recognized in the Republic of Macedonia and abroad.

  • The diploma of the Faculty of Law enables students access to governmental institutions, especially institutions related to the administration of justice such as: courts, public prosecutors, advocates, public notaries, the executive, etc. The Faculty of Law has signed cooperation agreements with the Academy for Training of Judges and Public Prosecutors of the Republic of Macedoniaand the Advocate Chamber of the Republic of Macedonia.
  • For students who wish to continue their careersin research science, the Faculty of Law offers additional programs in master and doctoral studies. 
Knowledge and understanding
  •  Has fundamental knowledge of legal doctrine and the processes through which law is created, developed, and changed including the sources and institutions of law in its wider context;
  • Has a sound understanding of fundamental areas of law, including Constitutional and Administrative law, Civil law, Business law, Labour law, Criminal law, Civil and Criminal procedure and International law;
  • Has knowledge of the structure, components, and functioning of the Macedonian legal system and its relation to European and international law;
  • Understands the socio-economic and historic context in which legal rules operate.
Applying knowledge and understanding
  • Identifies and applies core principles and rules in areas such as Constitutional and Administrative law, Civil law, Business law, Labour law, Criminal law, Civil and Criminal procedure and International law;
  • Identifies legal problems as they arise in a variety of factual contexts and can propose solutions to them;
  • Uses a variety of scientific methods and techniques to write independently and research in an area of law.
 
Making judgement
  • Identifies, interprets, analyzes, and  solves legal problems in a manner expected of a new lawyer; 
  • Interprets and synthesizes the reasoning of legal rules as part of a legal system and applies it to a variety of real-world situations;
  • Evaluates critically existing legal rules and ethical rules that govern the legal profession.
 
Communication skills
  • Communicates effectively in writing and in speaking with public and private subjects;
  • Drafts and edits basic legal documents such as requests, complaints, contracts, wills and indictments;
  • Takes initiatives and accountability for individual and team work in order to achieve effective participation in the legal profession.
Learning skills
  • Takes initiatives and responsibility to identify and address learning needs in the main areas of law;
  • Develops a system of learning which includes identification, classification, synthesis and utilization of materials from a variety of sources;
  • Uses library skills to acquire legal knowledge;
  • Uses computer skills to acquire legal knowledge.

Semester 1

  • [6 ECTS] History of the Law of Institutions
    The course aims to: * To familiarize students with the historical development of the law and the State, and the main legal and social notions. * To gain knowledge about the historical development of the legal opinion in a way that students can understand legal opinions in the past and present. * The students should be able to distinguish socio - legal formations in the past and to understand their evolution * Students to gain knowledge about the historical development of specific parts of positive law (civil, criminal, administrative, family and inheritance law, etc). * Students should be able to understand the logic of the functioning of the State and the law in ancient civilizations and in the Middle Ages and to create ideas by connecting them with modern times.
  • [6 ECTS] Sociology of Law
    The contents of the Sociology of Law syllabus will offer the students a different, innovative approach to examining legal phenomena. That is to say that students will view the law as an integral element of the social structure offers the possibility of perceiving the social factors and processes which initiate the creation of the law, determine its internal coherence and mark the level of its efficiency as a regulator. The student will also be able to perceive and analyze the feedback – the influence of the legal norms on the society, its development and stability. As a result of this kind of approach to the course, students will be able to view law in a broader perspective than the normative acts, looking for its relationship with the social phenomena. In the end students will be able to think critically on the legal system and to put questions regarding it improvement and harmonization with the needs of the society.
  • [6 ECTS] Introduction to Law
    Objectives of the course (competencies): - Students gain basic knowledge about the law and the State; - Empower students in acquiring theoretical knowledge related to the various forms of the State; - Critical review of the law as a social phenomenon; - Encourage analytical review by students related to the problems now facing the State and the law in terms of globalization and European integration; - At the end of the course students will be able to distinguish the basic forms of the State and the law; - To explain the basic notions of the State and the law and their connection with real life; - To gain a basic, introductory and general knowledge of the State and the law that will be needed for their further studies in general legal sciences;

Semester 2

  • [6 ECTS] Constitutional Law
    Objectives of the course (competencies): - Gaining knowledge about concepts, phenomena and institutes of constitutional law and the State institutions in the Republic of Macedonia (RM) including here the various theoretical positions on them; - Gaining specific knowledge on constitutional law as a science and legal branch, including a comparative analysis of the situation and perspectives of the same in regional and European domain; - Through this module students will acquire basic theoretical and practical knowledge about the organization of state power in the RM as well as about the freedoms and rights of man and citizen; - To encourage critical thinking by students about the basic issues related to constitutional order in the RM as well as in the EU by taking into account the profile of a European lawyer that in the future as an expert will need to interpret and apply the European constitutional law both at national and the European level; - The course will address the relevant issues in constitutional law in a comparative and a national perspective because in an era of globalization, constitutional law can not be understood if considered solely in national terms; - The course will also cover: the new Rules of Procedure of the Parliament which has a key role in developing parliamentary democracy in the Republic, the new laws regulating constitutional issues such as the laws related to the judiciary, local government, electoral system, civil society, defence, foreign policy, etc.; - Besides this normative component, the course will include also the practice of the central government bodies in the RM such as the Assembly, the Government, the Constitutional Court, the Supreme Court which play a major role on constitutional law as a science; - Also it will include constitutional amendments of 2001 that have a major impact on the “majority democracy” in the RM and the fundamental values of the constitutional order of the RM as well as the constitutional amendments of 2005 in connection to the judicial reforms in the RM; - At the end of the course, students will be able to make fundamental and substantive differentiation between constitutional institutions, their interconnection and their practical operation; - To make the necessary theoretical and practical differentiation of concepts, phenomena and institutes of constitutional law; - To describe and analyze the various processes within the constitutional system and the order of the RM in all aspects of the constitutional life of the country, which means the life of persons, citizen, state and ethnic communities;
  • [6 ECTS] Civil Law and Property Law
    The purpose of the course in civil and property law is for students to acquire basic theoretical knowledge in this area of the law. After the completion of the course students are expected to have gained knowledge on the notions and scope of civil and property law, for the legal subjects, the principles, legal sources and the various types of legal capacity, for the civil law relations, the legal acts, property and legal and natural persons related rights, principles of property law, possession, the right of ownership, right of servitude, public records etc. It is expected that students will develop the awareness about these institutes and the critical skills to approach the law and legal argument in the fields of civil law and property law.
  • [6 ECTS] Legal Writing and Reasoning
    The purpose of the course is for students to acquire knowledge in legal writing and thinking related to the various views and opinions presented in a logical way to explain or to draw conclusions. The methodology focuses on legal writing and explanation of legal acts and norms, good techniques for writing the constitution, laws, by-laws, contracts, wills, judicial decisions, administrative decisions, request, open call competitions, public notice, appeal, complaint, memos, records, authorizations, and many other submissions and documents, in order to overcome the legal tone of language and writing of legal acts and relevant skills for legal writing and analyses.

Semester 3

  • [6 ECTS] International Public Law and Human Rights
    The goal of the course is to offer students fundamental knowledge in the field of International Public Law. After finishing this course the students are expected to have acquired good knowledge of the sources and the legal nature of International Public law; the relationship between International Public Law and municipal law; the subjects of International Public Law; the structure of international organizations; the jurisdiction of the international courts; the international responsibility; law of the sea; diplomatic and consular law; international treaty law, dispute settlement and the use of force. After completing this course, students are expected to be able to discuss the studied notions with arguments; they should be able to make essential investigation in the fields mentioned above; they should be able to evaluate the validity and enforcement of the significant international court decisions.
  • [6 ECTS] Trade Law
    The goal of the course is to offer the students fundamental knowledge from the field of Trade Law. In this respect, students are acquainted with the legal rules about carrying out certain business activities, the conditions for establishing and registering the business entities including sole traders as well as the modes of cessation of business entireties; the modes of commercial legal relationships that arise between business entities and their effects and repercussions; activities that are carried out with bills of exchange; the protection of intellectual property rights; consumers protection; the unfair competition; etc.
  • [6 ECTS] Family and Inheritance Law
    This course deals with the legal relations in the family, marriage and child rearing. After presenting a review on the types of families during the history, this course is focused on contemporary topics, i.e. the situation in the Republic of Macedonia regarding these relations. After completing this course, the students are expected to have acquired knowledge about: the notion and object of family law at national and international level; the sources of family and marriage relations; the conditions of entering into marriage and their forms in the case when the spouses are Macedonian citizens, or in the case when one of the spouses has foreign citizenship; adoption and care under national and international regulations. In the course of inheritance law, the students are taught the legal regulation of inheriting the individual property by other people in the case of that individual’s death. This course deals particularly with the legal basis of inheritance, the intestate inheritance and number of degrees according to the Macedonian law, testamentary succession, the possibility of making a will and the types of will, the conditions of the validity of a will, the moment of transfer of the property from the deceased to the heirs, the notion of legatee, etc.

Semester 4

  • [6 ECTS] Criminal Law
    The purpose of this course is for students to acquire basic knowledge in the field of criminal law. Upon successful completion of this course students are expected to have gained a solid knowledge regarding topics taught related to criminal law, criminal offenses and the criminal liability of the perpetrator, and the sanctions and other legal consequences of the offense committed. After the completion of the course, it is expected that the students will be able to use the notions learned through arguments in a discussion; to be trained for substantial research in respect to these notions; to assess the merits and correctness of relevant court decisions.
  • [6 ECTS] Law of Obligations
    The goals of the course are: students will acquire knowledge about the fundamentals of the Law of obligations and the particular types of obligatory relations. Through the process of education, students will acquire knowledge that they may need in the field of circulation of the civil subjective rights. In the field of the general knowledge on obligations, students will learn the skills needed for the application of the general institutes of the law of obligations in the particular types of obligatory relations. In particular, students will be equipped with the skills of negotiation, of concluding and performing special kinds of obligatory contracts as well as the studying of the mechanisms for the dispute settlement about the fulfilment of debtor obligations. In torts, students should acquire knowledge about ascertaining the extent of the harm and the recovery of loss. Moreover, students will also acquire knowledge about some other types of obligatory relations (unjust enrichment, unilateral declaration of will, etc.).
  • [6 ECTS] EU Law
    After completing this course, the student is expected, at least, to be able to know the essence and the volume of EU Law, to have a complete view on the organizational and legal structure of the EU in accordance with the changes that were introduced with the Lisbon Agreement; to be able to interpret and apply correctly the provisions from EU Acts; this will enable students to study further in a detailed manner the more specialized legal disciplines which deal with the EU Law.

  • [6 ECTS] Criminal Procedure Law
    The purpose of the course Criminal Procedural Law is to familiarize the students with the provisions of the law on criminal procedural that legally regulate the activities of the procedural authorities and other procedural parties and enable the students for their application in legal practice.
  • [6 ECTS] Administrative Law-Material and Procedural Law
    This course deals with issues related to administrative material and procedural law. It focuses on the principles, operations and scope of administrative bodies; basic activities that constitute the administrative functions, administrative acts and the relation between citizens and administration.
  • [6 ECTS] International Criminal Law
    The purpose this course is for students to acquire basic knowledge of international criminal law. Upon successful completion of this course, it is expected that the students have gained solid knowledge on the notion and scope of ICL, related norms, repressive nature of the authority and jurisdiction of the State, extradition, asylum, transfer of criminal procedure, criminal legal assistance and cooperation, international human rights and the jurisdiction of international criminal courts. After completing the course, students are expected to be able to discuss the concepts learned through arguments; to be trained for substantial research in regards to the concepts at issue: to assess the merits and correctness of the relevant international judicial decisions.

Semester 6

  • [6 ECTS] International Private Law
    Through this course students will acquire basic knowledge about: - naming the course (why it is called international law, and why private law); - distinguishing the civil law relations from civil relations with a foreign element; - the legal sources that have to be applied to regulate civil law relations with a foreign element (national and international). - the method of regulation of civil law relations with foreign element (direct and indirect choice of law rules) method that is characteristic only for International private law. - the general and common elements of creation and implementation of international private law, the facts by which the foreign elements appear (facts of identification), the connecting points as well as institutions through which the application of competent law is avoided in International private law.
  • [6 ECTS] Civil Procedure Law
    The goal of the course is to offer students sound knowledge on Civil Procedure Law. After the completion of this course students are expected to have acquired a sound knowledge regarding the basic features of contentious procedure; the principles of contentious procedure, the subjects of contentious procedure, institutions of contentious litigation, jurisdiction, parties in litigation, special contentious proceedings; non-contentious procedure; executory procedure. After completing the course students are expected to be able to give arguments in discussions regarding the acquired concepts; to be trained for essential research in respect of the same concepts: to assess validity and legitimacy of the relevant court decisions.
  • [6 ECTS] Labour and Social Security Law
    The Labour Law and Social Security course will enable students: - to become familiar with issues that are an integral part of labour law, starting from the fundamental premise that each of us one day will be employed and therefore the knowledge of labour rights represents a struggle for a better quality of life; - to learn about various aspects of exercise of the rights and performance of duties and responsibilities from labour relations as well as legal institutions in the field of labour; - to study the labour relations in practice through the procedure of employment, entering into employment contract, exercising and protecting the rights, the responsibility of employees, termination of employment i.e. termination of the validity of employment contract; - to create specific legal acts relating to institutions covered by the positive law in the field of labour relations in the Republic of Macedonia; - to provide various forms of student participation and to incorporate the possibility of gaining more points from classroom the activity;
